Reason for the nomination:
The uploader gives this reason about why they consider this painting is in the public domain: "The Painting is dated around the Time Selassie was granted the order of the garter which was in 1954, likewise this work seems to be painted by Edward Copnall during that ceremony, and under UK law anything created before 1957 is in the Public domain according to "Copyright Act 1956"." However, they give the PD-Art (PD-old-70) license tag, when the author in fact died less than 70 years ago, in 1973. The expiration per the Copyright Act 1956 seems to be similar to the first clause of the PD-UKGov license tag (with the difference that the cited clause applies only for photographs), however, there is no evidence this painting was created under a commission of the British Government, so it looks like the standard term applies here (70 years from the author's death). However, verification should be needed to confirm this.
