No. Altay (or Altay-Turkish, spoken in Siberia) and Turkish (as spoken in Turkey) both belong to the Turkish (or rather: Turkic) family of languages, but these vernaculars differ enough from each other to be regarded as two different languages, rather than dialects.
These proverbs are taken from the references at the bottom of the page and carefully transliterated and translated.
