Backwards and in high heels

Does anyone know when Ms Whittlesey is supposed to have said this? I'm trying to find out who originated it. It's often attributed to Ann Richards, but that's definitely not original—A Frank 'n Ernest cartoon from 1982 uses the phrasing "Sure he was great, but don't forget that Ginger Rogers did everything he did... backwards, and in high heels."
