Name of Top Brass in Chapter 98

There's this General or someone who is explaining the destruction of Amestris to Brigadier General Armstrong, Izumi Curtis and the soldiers with them. I'm not sure if he has been named. Could someone let me know his name or rank? Or is he another unnamed character?
