It would be nice to know the full context of this statement. There are many conspiracy websites using this as proof of the existence of "electromagnetic weapons" because William Cohen says "it's real....". However, it appears what he may be saying is real are efforts to "paralyze the agency..." by spreading a "false scare of a threat....", implying that reports of such would be false. Depends on how you read it, and what the context of the discussion was. A link I found to this on the dod site appears to have been removed:

Basically, in context, he is discussing the false scares and fears of such things, not that they actually exist. Though, that will never stop conspiracy people from cherry picking quotes.
