Yes you can. See Wikiquote:Blocking policy#Disruption. As MosheZadka has already told you, we don't tolerate hoax articles any more than Wikipedia and Wikimedia. And this talk page is for discussions about the VFD template, not general or specific article, user, deletion, or blocking issues.
