Based on the last two days' mass vandalism using many different accounts, all in the supposed service of testing Wikimedia anti-vandalism efforts per w:User talk:216.164.203.90#Coming Clean and Wikiquote:Administrators' noticeboard#Coming Clean, I am blocking this IP address preemptively.
