Wikiquote exists for the collecting of notable quotations of famous people and famous works. For a quick overview of what Wikiquote is, read Wikiquote:Wikiquote, and also What Wikiquote is not for a list of common activities that Wikiquote does not support.
When people are not interested in responsibly contributing to the development of the project, incidents of their deliberate vandalism can result in IP addresses being blocked from editing.

Regarding your recent edit to Bernard Montgomery, 1st Viscount Montgomery of Alamein: Quotes should never be removed without a comment in the edit summary, and should almost always be moved to the Talk page with a note that they were removed from the article, giving full reasoning. If it is a misattribution, the quote should not be removed, instead moving to a "Misattributed" section, where explanation of the misattribution can be made in a subbullet.
