Page Arrangement?[edit]

Recently noticed that the quotes about Cuba were all under "Quotes" heading. That seemed incorrect, so an "About" section was created and only quotes from past & present state officials were left under that heading. All the other quotes were placed under "About". Studied the Wikiquote:Guide to layout & dense me is still not certain if there are any rules about that. It seems that a nation or entity should have a section for official spokespersons (Quotes) (not unlike an individual), and another for other people's comments (About). Thoughts??
Apparently I violated the norm here by doing that. True or false? In any event the page has been returned to it's former state. Is it correct now?
