Jacob Oulanya was a Ugandan lawyer, agriculturalist, and politician (born on 23rd March 1965 and died on 20th March 2022). He served as a speaker of the 11th Parliament of Uganda from 2021 until his death in 2022. He was elected to that position on 24 May 2021, after defeating his tenacious rival the then-incumbent Speaker Rebecca Alitwala Kadaga
