Category talk:Wikiquote guidelines

Could an administrator please define what a major change is, does it mean anything beyond typo corrections? I imagine creating new sections, (even when the article asks you to do so) is a major change, but are we allowed to add single sentences to these pages without discussing it on the talk pages beforehand?
