Esther Nkunda is a Rwandan women who is a Director General of Innovations and emerging technologies department at the Ministry of Information Communication Technology and Innovations. She holds a master's degree in information technology from Carnegie Mellon University and a Bachelor of Science from the Kigali Institute of Science and Technology.[1]
