Howard Phillips (politician)
Howard Phillips (February 3, 1941 – April 20, 2013) served as the Chairman of The Conservative Caucus, a conservative public policy advocacy group, since 1974. He was the founder of the Constitution Party and three-time presidential candidate with that party.
