The discussion about Wachal is talking place in Talk:African American, so I will discuss the quote about Carney: first the author is not notable, second the quote is not about Black people is about a specific person. Because a person named in a quote happened to be Black doens't mean that can be added here, if that would be the case every quote about a person in Category:African Americans could be added here. The quote has to revolve on the article's topic to be included.
