The photo is not a photo of David Woodard or it was been very heavily photoshopped to change his brown eyes to green and to remove his many wrinkles. Maybe he had some work done on his face and a hair transplant? But I doubt it. If you look at other photos one can find online you will notice that this photo is fake and like everything else about David Woodard on Wikipedia is highly doctored in a bizarre way.
