Belgium needs a Colony[edit]

I earlier shared a quote on this page from the book "Zaïre, Ketens van Koper (translated: Zaire, Chains of Copper) the same book has another Quote on the same page, Leopolds is quoted saying "Belgium needs a Colony" it just says that leopold said this when he was 26 years old, but it gives no further context, of where, why and how he said it, so i decieded not to put it on the page, but if in case someone knows anything more about this, please share, thanks.
