This source https://iqbalurdu.blogspot.com/2011/04/zarb-e-kaleem-169-jumhooriat.html?m=1 not a reliable source, gives the full quotation of an entry here as:

"A certain European revealed a secret,
Although the wise do not reveal the core of the matter
Democracy is a certain form of government in which
Men are counted but not weighed."

And as a note the source says that the "certain European" who is being quoted or paraphrased is Stendhal.

Seems like Iqbal is more likely referring to Schiller:
"'Twere meet that voices should be weighed, not counted.
Sooner or later must the state be wrecked,
Where numbers sway and ignorance decides."
