[edit]The "Navigare..." quote is more often related to an order to a ship captain, commanding a ship destinated for Rome loaded with grain, who refused to set to sea in storm, when Rome was starving. I have no facts supporting this theory, but I think Rome never has been under the threat of a Naval invasion, as it is and always have been a city far from the shore =) —This unsigned comment is by 2.69.131.160 (talk • contribs) 09:45, 23 December 2013.
