I love that quote[edit]

The "Navigare..." quote is more often related to an order to a ship captain, commanding a ship destinated for Rome loaded with grain, who refused to set to sea in storm, when Rome was starving. I have no facts supporting this theory, but I think Rome never has been under the threat of a Naval invasion, as it is and always have been a city far from the shore =) —This unsigned comment is by 2.69.131.160 (talkcontribs) 09:45, 23 December 2013‎.

Yes, that's basically it; it's another version of "the needs of the many [the starving citizens] outweigh the needs of the few [the sailors who don't want to leave port in a storm]." Here are a couple of sources.[1][2] 98.207.79.51 05:14, 11 September 2020 (UTC)[reply]
