This is attributed to Count Galeazzo Ciano but is unsourced. William Safire, Safire's Political Dictionary, p. 778 explores the issue, and can find no earlier use of the expression than Ciano's. -- 22.214.171.124 08:53, 11 October 2013 (UTC)
