The usage of Wikipedia's policies and guidelines on Wikiquote has been a talking point for ages on this site and its frequent use does warrant some confusion between the two wikis and their management. Some rules may be intended for use on Wikipedia but may also apply to other wikis, including Wikiquote.

Policies

No, unless you're talking about Wikipedia's policies in a discussion about a policy on Wikiquote (e.g. in a discussion about accepting a draft policy)

Guidelines

Sometimes: for example, if you're listing an article at votes for deletion for violating Wikipedia's general notability guideline, this is considered to be unworthy of deletion. Wikipedia and Wikiquote do not, and should not, share the same guidelines.

Some guidelines, such as its behavioural guidelines, should be used as a foundation point to establish social precedence when the lines blur.

Essays

Yes, while there are exceptions, essays on Wikipedia, especially behavioural essays, can usually apply to Wikiquote, and most Wikimedia wikis in general. It's good to note, however, that essays are neither policy nor guideline, and they express the opinion of the individual(s) who have created the essay, though it's best to follow them.
