Request reason:

Hi, I'm not actually blocked from here, but I am blocked from Wiktionary. I know there's a IP-hopper (Shāntián Tàiláng) who's at large, but I want you all to know that I am not that person.
(Although I was the IP user who reverted a reversion on User:Fish bowl's Wikipedia talk page several months ago, and I didn't even know about the message Shāntián Tàiláng wrote on my talk page until recently. See, I had assumed that Shāntián Tàiláng's message to Fish bowl was one sent by another person without an account, not a logged-out edit by a registered user. That's why I wrote the thing about w:WP:CIVIL, I didn't know who Shāntián Tàiláng was and I thought somebody in my IP range had simply been asking a question about how to properly sound clever. Besides, it struck me as rude to just revert a message without fully explaining why on Earth you didn't want it to be on your talkpage. I was assuming good faith, all right? See, it's not like I can watch Fish bowl or other users type at their computers, unlike Skype!)
Anyway, you might want to block a narrower range on Wiktionary. Judging by the bounty of his Wiktionary edits, I don't think Shāntián Tàiláng would be impoverished/rural enough to use a mobile hotspot, as I often have to use, like right now. But do let me if I'm wrong about that one. Happy New Year!
