[edit]Loide Lucky Shoopala Kasingo| (born 17 February 1954)[1] is a Namibian politician and prominent trade unionist. A member of the South West Africa People's Organization (SWAPO), Kasingo has been a member of the National Assembly of Namibia since 1996 and was a deputy minister from 1996 to 2005. She has served as Deputy Speaker of Parliament since 2010.

- WE ALL KNOW THAT HUMAN BEING'S, NEEDS AND BEHAVIORS ARE DYNAMIC AND NOT STATIC - HENCE THE DYNAMISM RESPONSES TO THEM: OUR PEOPLE ARE FACING MANY CHALLENGES SOME OF WHOM SHOULD BE ADDRESSED BY COMING UP WITH NEW LAWS OR REVISING THE EXISTING ONES: HENCE I WOULD LIKE TO' REPEAT TO WHAT I HAVE ON A NUMBER OF OCCASIONS PROPOSED THAT: THERE IS A NEED FOR CONSTITUTIONAL REVIEW COMMISSION TO LOOK PERIODICALLY ON THE POSSIBLE AMENDMENTS OF THE CONSTITUTION.
- THE LAW ON TRESPASSING SHOULD BE AMENDED TO ALLOW FOR EXAMPLE GIVEN OFFICIALS, TO ENTER PRIVATE PROPERTY TO ENFORCE THE CONSTITUTIONAL PROVISIONS VS THE WORKFORCE WHICH ARE LOCKED UP IN THOSE FARMS.
- THE FINANCE ACT SHOULD ALSO BE AMENDED TO ENSURE FOUR TREATMENTS: FOR EXAMPLE THE INTEREST ACCUMULATED BY INDIVIDUALS IF HE/SHE OWES GOVERNMENT MONEY, SUCH INTERESTS SHOULD ALSO BE PAID BY THE GOVERNMENT TO INDIVIDUALS.
- THE TENDER BOARD BILL WHICH WILL COME SOON, SHOULD CONTAIN A PROVISION OR IN ITS REGULATIONS: MECHANISMS TO CHECK AND ENSURE THAT THOSE WHO WIN THE TENDER ARE IN FACT EMPLOYING A REASONABLE NUMBER OF PEOPLE ACROSS THE BOARD.
- while recognizing the efforts of the founding ministers and permanent secretaries in equalizing education sectors which were divided on the basis of color and ethnic as weLL as other efforts by other ministers in the field, i will fail by duties if i do not applaude the current efforts of current education team led by DR. Abraham Iyambo and his deputy Dr.David Namwandi! comrades "you are doing· well" continue and improve even more! keep on listening to the citizens ideas and proposals, and where you can implement them.for some of us like me, we have a lot to learn from you: "the art of effective listening, the art of strategy and skills and of team work: the art of planning on previous budget contribution and elsewhere concerning the challenges facing education sector have been implemented
- Much have been said and proposedon this threat: the state of emergency have been declared by the president. what i would suggest: perhaps we need national forum of all local engineers and others with related knowledge to come to deliberate and strategize on how to turn around this nature made threat in to an opportunity: something could be done, even if this takes time, i for sure believe that such phenomenon happens just to trigger our brain to think:
• strengthening accountability of parliament's standing committees system
- while i recognize the fact that the parliament committee system has grown from its embryonic stage (1996) to adolescence stage as well as the seriousness and importance of the executive branch of state they attach to.
- some reports by implementing some recommendations of such reports, much need to be done to improve the importance, the work of the committees, their efficiency and effectiveness:hence the following proposal:
- within the main objective of the Namibian vision 2030, provision should be made for automatic referral of bill to the relevant parliament standing committees, before the bill is been discussed during the second reading to ensure that committees carry their functions effectively, they should be equipped with skilled technical personnel, research desk should be established within the parliament, legal drafters must also be allocated within the relevant standing committees of parliament, financial resources,and inclusive mobility to ensure that individual parliamentarians consult the electorates at their constituencies levels.
- there should be a structure to be decided by the executive component of our legislature to ensure the implementation of recommendations contained in the reports from various standing committees and the committees should be empowered to follow up in those recommendations and hold the relevant ministries/institutions accountable. the money used by the committees are public funds, seriousness should be attached to the work of the committees.
- if the commiiitees recommend in their reports that !budgetary a location should be affected to some projects or institutions that should be reflected in the next or future budget provided such reports have been adopted by parliament.
- some reports like the ombudsman's report when tabled before parliament should be automatically be forwarded for discussion and referred to the relevant committee for further discussion and consultation; like, the auditor-general's work hand in gloves with the public account committee, so should the ombudsman work hands in gloves with the constitutional and legal affairs committee. all three organs of the state; the executive, the judiciary and the legislature should work towards the fulfillment of the goals and aspirations contained in vision 2030.
- for the past 21 years we have fulfill edour constitutional
obligations of regular approval of budgets, we have succeeded to make laws which address the needs of our people, we have ratified many most important regional, continental and international instruments. what we need to improve on acrossthe board is effectively implementing them timorously .
- the war in libya reminds me of the liberation war we have undergone where we have seenthe french mirages, nearly on daily basis flying from them undemocratic south africans towards angola: the destination was to attack the camps of swapo: it also caution me,that one's enemy never sleep, these people are always coming back. these peopleare planning day and night how to keepafrica: "in perpetualtutelage" they will come in different forms and shapes they come up with different interpretations of terminologies whenever it suitsthem
- they justify the attack on libya under the disquise of the protection of civilians, whereas the main motives is to get the riches of africa: notably in the case of libya "oil" they come up with international criminal court (icc) just to target some african leaders and other leaders who does not dance to their tunes! hence the urgent call to revise/review the rome statute which established to include "inter alia" the acts of aggression as a crime against humanity!
- divide and rule policy have deeply penetrate africa, that's why they succeededand will continue to succeedto exploit the riches of africa, unlesswe stand up and talk with one voice and act together!
- it he regular tabling of budgets should not only be seen as the fulfillment of constitutional obligation on the part of the namibian government, led by swapo-party, but should also beseenas a true reflection of the democratic values and transparency of the government. it is a mirror through which unique features and characteristics of Swapo-party led government could be clearly seenand recognized"
