I suggest the page will link to Commons. Here is my suggestion:

Wikiquote does not allow image upload. However, you can use images uploaded to Commons in Wikiquote. If you want to use pictures which are not in commons, you can upload them if they comply with their guidelines (though you will need to create an account there). Specifically, if you want to put pictures of yourself on your user page, upload them there (see the specific personal picture guidelines). To use an image from commons, just use "".

Here's a variation on your text above:
Wikiquote does not allow image upload. However, you can use images uploaded to Wikimedia Commons in Wikiquote. The standard image inclusion syntax, , will automatically display a Commons image with the specified name. If you want to use pictures which are not in Commons, you can upload them if they comply with the Commons inclusion guidelines, though you will need to create an account there. In addition to images for quote articles, you can upload images for your user pages (like a picture of yourself) if they follow the Commons personal picture guidelines.
I also think it might be useful to specify "thumb" and a default pixel width, for folks who might copy the example text above to paste into articles. Regardless of how it's phrased, I support this kind of update to MediaWiki:Uploaddisabled. ~ Jeff Q (talk) 09:12, 14 November 2005 (UTC)
Thanks! Here's a third variation, based on your text with the addition of a "thumb" argument:
Wikiquote does not allow image upload. However, you can use images uploaded to Wikimedia Commons in Wikiquote. The standard image inclusion syntax, , will automatically display a Commons image with the specified name. If you want to use pictures which are not in Commons, you can upload them if they comply with the Commons inclusion guidelines, though you will need to create an account there. In addition to images for quote articles, you can upload images for your user pages (like a picture of yourself) if they follow the Commons personal picture guidelines. Note that usually, to include an image, you will often want to use the following syntax: .
The default "thumb" works pretty well, so I think burdening that with pixel sizes is an overkill.
If there are no objections, I plan to add this text to the page within a week. ~ MosheZadka (Talk) 09:53, 14 November 2005 (UTC)
I like your revised revision better, although I would replace the spaces in the "Caption or description" text with   characters to prevent a line break in the middle of the recommended sample text. (They shouldn't affect the pasted result when copied from the displayed (rather than edited) text.) Otherwise, go for it. ~ Jeff Q (talk) 10:31, 14 November 2005 (UTC)

Final variation, will be instated soon barring objections. ~ MosheZadka (Talk) 07:13, 18 November 2005 (UTC)

This is broken[edit]

This is broken, as can easily be seen at Special:Upload. You should leave only "Uploads are disabled on Wikiquote" (or somesuch) here and move the detailed explanation with links to MediaWiki:Uploaddisabledtext. --Mormegil 16:06, 4 June 2006 (UTC)

Thanks to you, Mormegil, and to Aphaia for calling attention to this eyesore. Neither I nor MosheZadka apparently realized that this is the title, not the content, of the warning message. I've copied the content agreed upon above to MediaWiki:Uploaddisabledtext and restored the default "disabled" MediaWiki message. However, we seem to have re-routed our upload page to Wikimedia Commons' upload page, so I'm not sure if these two pages are even used anymore. ~ Jeff Q (talk) 11:38, 16 June 2006 (UTC)
