You have sourced a quote as "Frank Outlaw" in Farmer's Digest (1978), p. 20, but I do not seem to find any further reference to this, nor any pointer as to which "Farmer's Digest" this may be, or anything else could make it verifiable. Did you verify this source personally, or just copied it from somewhere? Most sources on the net attribute it to unknown person, maybe the most relevant which I've found was:

I have no idea whether "Frank Outlaw" was the actual legal name of the author, or a pseudonym, but it is also attributed to him in other publications from the early 1980s, one of which has now been added to the citation. ~ Kalki (talk · contributions) 09:44, 2 March 2010 (UTC)
I found another website attributing this quote to Frank Outlaw. This quote is NOT from Lao Tsu in the Tao Te Ching.
