I see you have globally locked User:Kalsarimyrkyttäjä a user who has been very helpful at wikiquote.Your edit summary says:

but provides no links to any community discussion of the merits of your action.
Before being globally banned Risto made almost 40 thousand edits at Wikiquote. I have looked at dozens of Risto's contributions and as far as I can tell they were always helpful. I understand that global banning is decided by the global community, not by individual wmf-stewards. Is my understanding correct?
User:Praxidicae, who is a global sysop has said on their talk page that Risto has been globally banned. If so can you please let me know where I can find a community discusion of this matter. Thanks in advance, Ottawahitech (talk) 20:10, 16 May 2022 (UTC)

- I can't speak to the original lock, but stewards, who are not WMF staff, can lock an account based on m:Global lock. I only locked them because they were evading the block and have with many many different accounts. -- Amanda (she/her) 20:22, 16 May 2022 (UTC)
- Ottawa. "wmf-stewards" is not a thing. You know this and people have tried to explain this multiple times. Also, yes, Risto did make a lot of good contributions. But he also was blocked for mass-editing a bunch of small projects with changes they considered unhelpful, and used sockpuppets to get around those blocks. The accounts were locked, and for something like three years now Risto has been evading these locks with dozens if not hundreds of accounts. Vermont (talk) 23:18, 16 May 2022 (UTC)
