Why did you block me at META

Can I ask you a question in regards to your quest to have your Wikimedia-Stewardship extended for another year? If the answer is yes, please continue:
On 21 February 2021 you blocked me at META. Since you are not a local Admin at META I would like to find out why you blocked me instead of waiting for a local admin to carry out this action. According to Meta:Meta–steward_relationship#Administrative_actions_on_Meta:
Stewards have global access to administrator tools for the duration of their stewardship. Stewards should avoid the use of those tools for regular local Meta-Wiki tasks unless the task is an emergency or uncontroversial.
Did you ever apply to become a META Admin as the Stewards policy dictates in these cases? Thanks in advance, Ottawahitech (talk) 22:37, 22 February 2023 (UTC)
