This page and its subpages contain their suggestions; it is hoped that this project will help to focus the efforts of other Wikiquotians. WikiProject Policy Revision
Scope
There are many policies on Wikiquote which need revision, adoption, or to be written in the first place. This WikiProject seeks to identify those policies which fit into each of these categories, to determine which policies need the most emergent attention, and systematically build the Wikiquote policy base, borrowing from other Wikimedia projects where appropriate, and devising Wikiquote-specific policies where existing policies do not serve the needs of Wikiquote.

Structure
We envision having individual users or small teams of users (if more than one user wants to work on the same policy) adopting various policies. These users would agree to review the policy for general errors in mechanics (spelling, etc.), but more importantly, would determine whether the policy adequately covered all the involved aspects of Wikiquote. If the policy was found to be lacking, that user would draft up revisions and extensions to the policy, with assistance from others within or outside the project (if others are interested or if the user requested thier help). Our hope is that if the policies can be cleaned up and streamlined, it won't be necessary to have extended debates on adoption, but rather, they can be read over by others and a simple vote for adoption can be held on the talk page.
Adopting a policy would involve doing the research within existing Wikimedia projects (particularly Wikipedia, Commons and Meta, which tend to have the most complete policy bases), writing, and revising for either a non-existent policy or a policy identified as in need of revision. Of course, everyone else can still edit an adopted policy, and you can work on other things too, but the idea is to find a focus for a while, to try and build up the number of established policies the Project has produced.
Goals
- To identify existing Wikiquote policies in need of revision before being adopted.
- To identify existing Wikiquote policies that have been revised and now require adoption.
- To identify existing Wikiquote policies that may or may not have been adopted, but require expansion to cover the growing needs of Wikiquote.
- To identify existing Wikiquote practices that have yet to be written in the form of consensus-approved policies.
- To determine which policies within these categories require the most emergent attention.
- To systematically write, revise, and adopt a full set of consensus-driven Wikiquote policies.
Procedure
This is just a suggestion, if other have better ideas, propose them on the talk page.
Users who would like to take on a given policy should note which policies they are preparing revisions for in the "Drafts being prepared" section under "Policies in revision". That user should then mark the policy and the policy talk page with one of the templates below to indicate that it is currently undergoing revision. Any questions about how to proceed should be asked on the talk page here; questions on specific areas of policy change (i.e., should "A" be part of policy "X") should be raised on the policy's talk page. A draft of the revised policy should be begun on a /Draft subpage of the policy page (i.e. Wikiquote:Example policy/Draft) and that page and its talk page should be tagged with {{Revision draft}}. Using the subst: command is very useful for quickly creating a copy of the policy on the draft page (i.e., {{subst:Wikiquote:Example policy}})
Once the draft has been prepared, the policy listing should be moved to "Drafts ready for community review", a note left on the existing policy's talk page (not the draft subpage), and the draft should be subst: in to the policy and then reverted to provide a "diff" view showing the changes being made. In other words, one would:
- Clear Wikiquote:Example policy, add {{subst:Wikiquote:Example policy/Draft}} and click save.
- Then revert this change, so that it would return to the original policy page.
A diff link (showing the side-by-side comparison of the two revisions) should be inserted on the draft talk page, as well as in the note left on the policy talk page. At this point, the community is invited to share their views and make revisions to the draft.
When the policy has been revised and is ready for adoption, it should be tagged with {{Policy adoption}} and listed under "Policies undergoing adoption discussions". Also, remember to change the category on the policy. Once the policy has been adopted, it should be tagged with the appropriate policy tag ({{Official policy}} or {{Guideline}}) and moved into the policy category, as well as being listed under "Policies successfuly revised and adopted".
