With the devastation caused by Hurricane Ian in Florida … I’ve directed that every possible action be taken to save lives and get help to survivors, because every single minute counts. It’s not just a crisis for Florida. This is an American crisis. We’re all in this together. And I’ve spoken to Governor DeSantis on multiple occasions, as well this morning, as well as mayors and county officials — both Republican and Democrat — from the places most affected. And I spoke with Governor McMaster of South Carolina this morning as well. … We’re just beginning to see the scale of that destruction. It’s likely to rank among the worst … in the nation’s history. … It’s going to take months, years to rebuild. … I just want the people of Florida to know we see what you’re going through, and we’re with you. We’re going to do everything we can for you. … I’m grateful for the brave women and men — federal, state, and local folks working so hard. They’re all working as one team. … I have immense gratitude for the first responders and the emergency crews who always show up no matter what. At times like these, Americans come together. They put aside politics, they put aside division, and we come together to help each other. … That’s America. That’s who we are. We’re going to keep doing everything we can, and we’ll do it as the United States of America.

Sometimes I think some people were disappointed when they met me and found out I wasn't any smarter or happier than they were. I'm proud and I've got my own ideas, but I ain't no better than nobody else. I've often wondered why I became so popular, and maybe that's the reason. I think I reach people because I'm with 'em, not apart from 'em.

I'd like to be remembered as somebody who entertained — who took one out of oneself — for a few minutes, a few hours — transported you into a different venue — gave you relief, gave you entertainment, and gave you joy and laughter — and tears — all those things. I came into office at a time of great economic and international instability. Families and businesses were worried about how to pay their bills. Putin's illegal war in Ukraine threatens the security of our whole continent. And our country had been held back for too long by low economic growth. I was elected by the Conservative Party with a mandate to change this. We delivered on energy bills and on cutting national insurance. And we set out a vision for a low tax, high growth economy — that would take advantage of the freedoms of Brexit. I recognise though, given the situation, I cannot deliver the mandate on which I was elected by the Conservative Party. I have therefore spoken to His Majesty The King to notify him that I am resigning as Leader of the Conservative Party.

I am humbled and honoured to have the support of my parliamentary colleagues and to be elected as leader of the Conservative and Unionist Party. It is the greatest privilege of my life, to be able to serve the party I love and give back to the country I owe so much to.
